As of March 2025, Shaoxing in Zhejiang province has established sister-city ties with 57 cities across 28 countries, along with friendly exchange agreements with 40 additional cities. 

Shaoxing's first sister-city relationship was formed in 1983 with Nanto (formerly Fukumi Town) in Japan. Since then, the city has expanded its global connections to include cities across Asia, Europe, the Americas, Oceania, and Africa.

At the municipal level, Shaoxing has formed sister-city ties with eight cities, including Nanto, Awara, and Nishinomiya in Japan; Odense in Denmark; Somerset County in the United States; Belem in Brazil; South Savo in Finland; and Suva in Fiji.

It also maintains friendly exchange relationships with 30 cities, including Blois, Royan, and Aix-en-Provence in France; Ammanford in the United Kingdom; Camarillo, Cape Girardeau, and Jacksonville in the United States; Macerata Province and Naples in Italy; Bayreuth and Lubeck in Germany; Leningrad Oblast in Russia; Whitehorse in Victoria, Australia; Fujinomiya and Oyama in Japan; Yeosu (formerly Yeocheon County), Yongsan District in Seoul, Daegu, Dong-gu in Busan, and Changwon in South Korea; Pecs in Hungary; Dar es Salaam in Tanzania; Taupo in New Zealand; Subotica in Serbia; Burgas and Gabrovo in Bulgaria; Kandy in Sri Lanka; Bobruisk in Belarus; Manila in the Philippines; and Ipiales in Colombia.

At the district and county level, Shaoxing's subdivisions have formed additional international partnerships. Shangyu district has one formal sister-city relationship with Kamisu in Japan. Eighteen other cities maintain friendly exchange ties with Shaoxing's districts and county-level cities.

Yuecheng district has a partnership with Toowoomba in Australia. Keqiao district is connected with Damyang County and Seo District in Daegu, South Korea. Shangyu district has friendly ties with Wudinna in Australia, Larkspur in the United States, and Murtal in Austria. Zhuji has agreements with Nikaho (formerly Kisakata Town) in Japan, Overkalix in Sweden, Pori in Finland, La Porte and Muncie in the United States, Sumy in Ukraine, and more. Shengzhou is linked with Laoag in the Philippines, Gyeongsan in South Korea, Powiat Zachodniopomorski (West County) in Poland, and Essaouira in Morocco. Xinchang county has a partnership with Hamyang County in South Korea.
