Zhoushan launches policies to drive economic development

Zhoushan municipal government has introduced the Policies for Promoting High-Quality Economic Development (2026 Edition), outlining 40 key support measures across eight major sectors.

The policies are backed by a 12.23 billion yuan ($1.77 billion) allocation in the city's annual budget, aimed at bolstering market confidence and energizing local enterprises. Compared with last year's policies, funding has increased by 186 million yuan.

This year's policies focus on fostering a modern marine economy, strengthening industrial systems, developing the bulk commodity trading and allocation hub, enhancing consumption, and integrating public services.

The city aims to boost the growth of high-end, intelligent, and green manufacturing industries, with a target of 7 percent growth in the value of industrial enterprises above the designated size (annual revenue of at least 20 million yuan). The policies also encourage the expansion of emerging industries such as clean energy and digital maritime technologies.

Efforts will be made to strengthen port infrastructure, increase Zhoushan Port's throughput capacity, and enhance logistics and transportation services.

The municipal government also plans to drive growth in foreign trade, aiming for a 3 percent increase in exports and over $400 million in foreign investment.

Efforts to support rural development and improve residents' livelihoods will be a priority, with a focus on narrowing income gaps between urban and rural areas.
