Xia Yongxiang, a deputy to the National People's Congress and Party secretary of Daishan Heyuren Professional Cooperative in Zhoushan, East China's Zhejiang province, is attending the fourth session of the 14th National People's Congress in Beijing.

Xia plans to submit suggestions on seven issues, two of which are directly related to fisheries. He has highlighted that outdated fishing vessel equipment, poor fishing port management, crew structure issues, and inadequate safety regulations hinder safety and management improvements.

He suggests establishing a national fund to eliminate obsolete, high-risk fishing vessels and replace them with new, energy-efficient, smart models that meet international safety standards.

As a representative from a coastal fishing village, Xia continues to advocate for the modernization of Zhoushan's fishing industry, the development of the marine economy, and the sustainable growth of national fisheries.
