Zhoushan bonded zone expands commodity trade, opening-up

The comprehensive bonded zone of Zhoushan Port in East China's Zhejiang province is accelerating its development as a specialized hub for bulk commodities, strengthening its role in trade, logistics, and industrial innovation while expanding high-level opening-up.

In 2025, the bonded zone recorded 57.42 billion yuan ($8.48 billion) in imports and exports, accounting for 16 percent of Zhoushan's total foreign trade, despite occupying only 0.4 percent of the city's land area.

The zone has continued to strengthen its capabilities in bulk commodity storage, processing, and distribution. It has maintained China's leading position in bonded iron ore blending for several consecutive years, while expanding copper concentrate imports and warehousing. In aviation, the Boeing completion and delivery project has handled 32 aircraft, with cumulative trade exceeding $5 billion. Maritime services have also grown, with ship parts and lubricants forming a comprehensive supply network that generated 8.49 billion yuan in imports and exports in 2025.

Zhoushan is also expanding new bonded business models, including aircraft leasing, new-energy forklift leasing, and offshore crude oil trading, broadening the zone's industrial portfolio.

At the same time, the bonded zone has introduced a series of customs and digital reforms to improve efficiency. Coordinated port-zone operations have reduced first-line cargo clearance times by about 40 percent, while measures such as direct intra-zone transfers and expedited clearance for ship supplies have streamlined logistics. New technologies, including remote supervision and drone sample delivery, have further improved customs operations for island facilities.
