Yiwu intl trade reform pilot zone sets key tasks for 2019

The Yiwu International Trade Comprehensive Reform Pilot Zone has rolled out a work plan, with 12 priorities on this year's government work agenda.

Advancing reform and innovation in the import sector

A slew of measures and incentives will be taken to boost imports and upgrade the domestic industry to better meet the public's increasingly diversified consumption demands.

Measures will be adopted to remove procedural barriers to increase residential consumption.

The authorities will take new approaches to the imports trade, further develop cross-border e-commerce and border trade, and implement a credit information system in foreign trade as well as enhanced intellectual property rights protection.

Advancing reform and innovation in cross border e-commerce

A comprehensive cross-border e-commerce pilot zone will be built to nurture new growth drivers and deepen the opening-up of and upgrades to foreign trade. Preferential policies will be applied to cross-border e-commerce and other new forms of businesses and increased imports and exports.

Advancing reform and innovation in market procurement

Uniting with new trends in global trade, market procurement will be transformed and upgraded so that more individuals and micro, small and medium-sized enterprises can take part more easily.

Advancing reform and innovation in customs supervision

A new customs supervision model will be launched to enhance international land ports and international trade.

Advancing reform and innovation in trade and finance

More improved trade and financial services will be adopted to expand two-way trade settlements and promote trade investment. They will aid financing, prevent financial risks and develop a sound business environment with a new pattern for the pilot zone's comprehensive opening-up.

Expanding trade based on the Yiwu-Xinjiang-Europe train network

The Yiwu-Xinjiang-Europe express freight train service will be expanded with the quality and efficiency improved and built into a competitive international logistics brand. It will improve its role as a scheduled train service to a trade and opening-up channel that helps increase Belt and Road cooperation space.

Accelerating the construction of Yiwu-Ningbo-Zhoushan Land-Sea-Air Traffic Corridor

The pilot zone will further support the Belt and Road Initiative by prioritizing the integrated development of Yiwu international land port and Ningbo-Zhoushan Port into the Yiwu-Ningbo-Zhoushan Land-Sea-Air Traffic Corridor.

The pilot zone will help multimodal transportation and customs clearance to make the new trade corridor efficient and help logistics and global trade.

Deepening market reform and integrated development of trade and manufacturing industries

The pilot zone will explore a new coordination growth mechanism combining trade and the manufacturing industries to boost high-end manufacturing. The zone will also become an important center for China's manufacturing standards to go global.

Fostering new drivers for industrial development

High-level opening-up and high-quality development will be highlighted in the pilot zone as it is set to mature into a globally competitive center by fostering new growth drivers in emerging industries.

Furthering the No More than One Trip campaign

The pilot zone will deepen the No More Than One Trip campaign to streamline administrative approval procedures, increase the efficiency of the local market and facilitate trade and investment.

Improving international management and services

The pilot zone will strive to become an international center that has standardized and optimized services concerning foreign affairs, and its efforts include provision of convenience to foreigners in such areas as business, work and medical treatment. It also intends to create a more business-friendly and livable environment.

Establishing systems and mechanisms to encourage opening-up, reform and innovation

The pilot zone will implement a framework plan to build itself into a high-level global source of small commodities with streamlined, coordinated and efficient administrative and operational procedures.
