Wenling's Shitang town is developing into the "Cape of the East China Sea" by pursuing the integrated development of scenic areas, towns, industries, and urban functions, as well as advancing smart manufacturing, upgrading refined fisheries, and diversifying cultural and tourism offerings, with the output value of industrial enterprises above the designated size — enterprises with annual revenue of at least 20 million yuan ($3 million) — rising 9.14 percent year-on-year in the first half of the year.

The town has vitalized stone houses into homestays, organized events such as lighthouse concerts, and accelerated construction of the Shuguang Bay cultural and tourism complex, which has received a total investment of 7.5 billion yuan. Supporting facilities include a coastal transportation corridor, an offshore walkway, and a large tourism service center, developed to address gaps in visitor services and encourage tourists to move from sightseeing to deeper experiences.

Shitang has also introduced aquatic product deep-processing and cold-chain projects, established a smart fishing port supervision platform to extend the aquatic products industry chain, and vitalized idle factory buildings, helping enterprises make technological breakthroughs in aviation coatings and promoting deeper integration among primary, secondary, and tertiary industries.
