Jiaxing NPC deputy highlights importance of skills development, worker welfare

Han Qifang, a deputy to the National People's Congress and director of the training center at Zhejiang Chenguang Cable in Jiaxing, East China's Zhejiang province, arrived in Beijing on March 3 for the fourth session of the 14th National People's Congress.

One of his key priorities is the development of skilled labor, as many skilled workers feel constrained by outdated views that place academic qualifications above vocational skills. Despite ongoing efforts to integrate education with industry, problems persist, including a mismatch between the enthusiasm of educational institutions and the relative indifference of many enterprises.

Han plans to submit suggestions to strengthen government coordination, refine incentive policies, and deepen collaboration between schools and enterprises.

He believes that establishing clear, accessible career development pathways for skilled workers will reinforce the industry and provide sustained support for new and evolving production demands.

He also suggests adjusting the age limit for special operations licenses to align with the delayed retirement policy. This, he believes, will help remove barriers for experienced workers, enabling them to continue contributing effectively and stay motivated and engaged in their roles.
