Jiaxing regulates autonomous vehicle testing and use
Jiaxing in East China's Zhejiang province will implement a new regulation on intelligent connected vehicles starting May 1, providing legal support for road testing and deployment of autonomous technologies.
The regulation, approved by the Standing Committee of the Zhejiang Provincial People's Congress, brings functional unmanned vehicles under a unified management framework. It also establishes a dedicated section on integrated vehicle-road-cloud systems, offering legal backing for expanding pilot programs in Tongxiang and addressing previous issues such as unclear legal status, limited road access, and gaps in supervision.
The city has opened 133 roads for autonomous vehicle testing, with 507 vehicles approved for operation, including more than 100 unmanned delivery vehicles. A city-level supervision platform has also been launched to connect data across systems, enabling real-time monitoring of all test vehicles. Alerts are triggered automatically if vehicles deviate from designated routes or exceed speed limits, prompting coordinated responses from operators.
Xu Bing, vice-mayor of Tongxiang, said the city will use this new regulatory support to accelerate the development of a vehicle-network integration system and enhance data connectivity with other pilot cities such as Hangzhou. The goal is to establish a national testing base for intelligent connected vehicles through large-scale, real-world applications.
