Jiaxing Port launches single-declaration multimodal export model

A shipment of nonwoven fabric worth 206,000 yuan ($30,222) has been exported from Jiaxing Port in East China's Zhejiang province to Busan, South Korea, marking the first use of a new water-to-water multimodal customs clearance model in northern Zhejiang.
The cargo, declared by Zhejiang Jinsanfa Import and Export, departed from Changxing Port in Huzhou and traveled via inland waterways to the Zhapu port area of Jiaxing Port for transfer before boarding an international vessel. The operation marks the first case in the region to use a unified customs declaration covering the entire transport chain.
Under the coordinated arrangements of Hangzhou Customs, Jiaxing Customs and Huzhou Customs introduced a system centered on a single declaration form and end-to-end processing. This model removes procedural barriers between inland river ports and seaports by integrating transit supervision and streamlining clearance procedures.
Jiaxing Port serves as the key transfer hub in this model. Customs authorities have established cross-region coordination and data-sharing mechanisms, allowing enterprises to submit multimodal transport applications through a single online platform without repeating transit declarations at intermediate ports.
Compared with traditional segmented transport, the new approach has reduced overall clearance time by 30 percent and lowered logistics costs by 15 percent to 20 percent. The model will be expanded to support more exporters and further strengthen the port's role in regional trade.
