Jiaxing in Zhejiang province is accelerating its low-carbon transition, with carbon intensity dropping 3.1 percent and coal consumption falling 5 percent year-on-year in the first half of this year.

The city launched a carbon-footprint service platform in April 2025, offering businesses carbon accounting, certification, and related services. So far, all 1,576 enterprises with annual energy consumption of 1,000 to 5,000 metric tons of standard coal have been included in the provincial carbon-accounting system.

Jiaxing is also stepping up energy-efficiency upgrades. A total of 249 key enterprises are scheduled to receive energy-efficiency upgrades, with 303 projects expected to reduce carbon dioxide emissions by more than 3 million tons by 2028.

Renewable energy capacity is expanding rapidly. From January to July, the city added 447,000 kilowatts of photovoltaic capacity, reaching 57.3 percent of its annual target. Projects are being developed at factories, buildings, ports, and coastal areas, while Haiyan county is advancing zero-carbon industrial park initiatives.

Transportation is also going electric. The share of new-energy heavy trucks in Jiaxing rose from 1.94 percent at the beginning of the year to 3.06 percent. The city plans to expand charging infrastructure and promote large-scale replacement in sectors such as coal and concrete transport.

From industrial upgrades and clean energy to greener logistics, Jiaxing is building a more integrated low-carbon development model.
