Choucheng subdistrict in Yiwu, a county-level city in Jinhua, Zhejiang province, was actively engaged in Typhoon Dolphin prevention efforts on Aug 9, with volunteers wearing red vests visible throughout the area. Among them were foreign volunteers, locally referred to as "foreign street chiefs," who are well-known figures within the community.

Choucheng subdistrict is home to over 4,000 foreign residents from 107 countries and regions, with Binwang International Style Street serving as a hub for foreign merchants. However, many are unfamiliar with local flood prevention protocols, emergency procedures, and safety standards.

To address this, local volunteers and "foreign street chiefs" were assembled to carry out inspections. These bilingual volunteers efficiently relayed typhoon warnings, safety instructions, and emergency advice to foreign merchants, ensuring clarity and prompt response. They also provided guidance on securing windows, arranging goods, and managing drainage.

In addition, the international volunteers converted their shops into temporary shelters, providing refuge for pedestrians, outdoor workers, and emergency responders. Filled with essentials such as drinking water, these shelters offered a comforting refuge during the storm, promoting a sense of community and compassion.
