The two places plan to invest 2.5 billion yuan ($354 million) in the project, which will feature sightseeing, skiing, rehabilitation, entertainment and shopping.

According to the agreement, the scenic spot will cover an area of 69.4 square kilometers, with the first phase occupying 22.15 square kilometers, including two villages in Qujiang and three in Longyou.
