Zhejiang's administrative service website receives more than 53m users

The China Software Testing Center recently published its annual evaluation report on digitalized administrative services provided by government institutions across China. The Zhejiang provincial government, along with nine other local authorities at the provincial level, received the highest grade possible for digital governance.

"Zheliban", an online government service platform launched by Zhejiang authorities in June 2014, allows residents and investors to handle 650 online self-service items.

These government services range from inquiry about social security and housing funds, application for medical insurance cards, and payment for traffic offence fines to the establishment of new businesses and real estate registration.

The platform has now amassed more than 53 million real-name registered users and an average of 1.3 million daily active users.

At present, 100 percent of the province's administrative service items can be handled online, and more than 80 percent can be dealt with via mobile apps.

Zhejiang authorities have been consistently working to improve the all-inclusive platform. For example, the health codes for 11 Zhejiang cities and a sub-platform to manage the province's epidemic control were quickly added to "Zheliban" during the coronavirus outbreak. The public can now receive dedicated online consulting services related to COVID-19, which have proven to be highly valuable. Business owners can also check the service section for small and micro-enterprises, which helps them to learn about updated favorable policies and apply for government subsidies accordingly.

Zhejiang has built a large pool of various electronic licenses and certificates, enabling people to provide their driving license, health insurance, social security, marriage status, university diplomas, and hundreds of other types of personal information via mobile phone. Zhejiang residents have been largely spared from the need to carry physical documents when visiting administrative service windows; if they cannot visit in person, they can even use the Zheliban app to authorize others to go in their place.

The personal center section on the Zheliban app was recently upgraded. With the user's personal authorization and the platform's guarantee of information security, users can now easily view personal information in eight categories, including housing funds, social insurance, electronic bills, assets, vehicles, and employment.
