Ningbo unveils five-year plan for cultural sector

The Ningbo municipal government recently unveiled a five-year development plan for its cultural sector development.

According to the plan, the city will strive to turn itself into a global cultural hub and a national spearhead in the film and television industry, digital culture industry, culture exports and the integration of finance and tourism with culture.

It aims to increase the revenue of local cultural enterprises above designated size to 350 billion yuan ($53.8 billion) and have the added value of the cultural sector account for more than 10 percent of the city's GDP by 2025.

The government has also set the goal of establishing 15 cultural industrial parks above the provincial level and 80 cultural industrial parks above the municipal level. 

Efforts will also be made to cultivate juggernauts in the cultural sector. The city aims to have one cultural enterprise with annual revenue of over 5 billion yuan, three with annual revenue of more than 3 billion yuan and 15 with revenue of over 1 billion yuan by 2025.

In addition, Ningbo aims to cultivate at least three listed cultural companies during the five-year period, according to the plan.

Support will be given to facilitate the application of digital technologies including big data, cloud computing, 5G, blockchain and artificial intelligence in the cultural sector.

By 2025, the revenue of digital cultural enterprises above designated size from the city is targeted to make up about 65 percent of the total from local cultural enterprises above designated size.
