Shaoxing held a news conference on Sept 25 to launch a citywide pilot for emergency rescue services.
The city has trained 1,585 professional instructors and 309 certified examiners, with more than 120,000 residents now holding first-aid certificates — equivalent to one trained responder for every 50 people.
The initiative aims to build a comprehensive first-aid network that empowers ordinary citizens to provide timely assistance in public emergencies.
Shaoxing has also begun recruiting new volunteers.
Individuals holding valid first-aid certificates or professional medical qualifications, including licensed doctors and nurses, are encouraged to join the program through the Shaoxing branch of the Red Cross Society of China. Applicants must be in good health and motivated by a commitment to public service.
