Pre-hospital emergency care regulation in Zhejiang
Here are key points that expats living in Zhejiang should know about the provincial regulation on pre-hospital emergency medical services.
1. The regulation took effect on Dec 1, setting unified rules for emergency medical services across Zhejiang.
2. 120 is the official medical emergency number, linked with 110, 119, and 122 for coordinated response.
3. Ambulance dispatch centers operate 24/7 and must send help without refusal, delay, or pushback.
4. Dispatchers can offer video or text first-aid guidance while help is on the way.
5. Nearby trained volunteers may be activated to provide on-site assistance before an ambulance arrives.
6. Ambulances take patients to the nearest appropriate hospital, unless the patient accepts the risks of choosing a specific hospital.
7. Doctors may override hospital preference if the patient is critically ill, involved in infectious disease control, or during government-commanded emergencies.
8. Hospitals must accept emergency patients and cannot refuse or delay treatment.
9. Ambulance fees follow government-set standards, and eligible costs are covered by medical and work injury insurance.
10. If an ambulance is dispatched but not used, the caller must still pay the corresponding service fees.
11. Residents in need can use accessible emergency-call devices, including one-touch buttons, voice calls, and text/Braille functions linked to 120.
12. Airports, metro stations, malls, scenic spots, schools, and other public venues must install AEDs and first-aid kits, with clear signs showing locations and usage instructions.
13. Residential communities are encouraged to equip AEDs, improving access in neighborhoods.
14. Good Samaritans are legally protected — offering voluntary first aid does not create civil liability if unintended harm occurs.
15. Ambulances have priority on the road, may legally bypass certain traffic restrictions when safe, and other vehicles must yield without penalty for doing so.
