Shaoxing upgrades community eldercare services
Shaoxing is strengthening home- and community-based eldercare services to improve access to support for its rapidly growing elderly population, with 1.41 million seniors now able to receive services close to where they live.
By Dec 18, Shaoxing had built 1,842 home-based care beds, made more than 89,000 door-to-door service visits, and provided over 11 million yuan ($1.56 million) in care subsidies for elderly people with disabilities.
As population aging deepens, residents aged 60 and above now account for 31.76 percent of Shaoxing's population. To better meet the growing demand for home-based services, the city secured a national pilot program in 2025 aimed at upgrading basic home and community eldercare services, supported by 20.55 million yuan in central government funding. The program is designed to build a more integrated and higher-quality eldercare system.
The initiative has been included in the city government's annual key agenda, with 33 priority measures underway. Shaoxing has updated its basic eldercare service list, adding and improving 10 service items, including home-based care beds.
Service model innovation has also gained attention. Shaoxing has rolled out a citywide eldercare advisor system and led the drafting of a national service guideline. Advisors help seniors better understand relevant policies and connect with appropriate services.
Stable funding underpins service delivery. From 2021 to 2024, Shaoxing invested a total of 1.15 billion yuan in eldercare, with average annual growth of 35.34 percent. In 2025, the city continued to secure national pilot funds and 28.42 million yuan in consumption subsidies for seniors with moderate or severe disabilities.
Looking ahead, Shaoxing will further advance its eldercare initiative as part of its efforts to integrate industry, urban development, and culture, contributing to the city's high-quality social and economic development.
