Ningbo strengthens foreign-related legal services
Ningbo in Zhejiang province is strengthening its foreign-related legal services to improve the business environment, with new measures rolled out in Beilun district.
Beilun has moved to address growing demand arising from cross-border trade, international shipping, and overseas staffing. Local authorities have streamlined services such as expedited business entry procedures, transit visa exemptions, and internship visas for foreign professionals. The efforts supported more than 200 companies in 2025 and facilitated over 1,000 instances of cross-border personnel exchanges.
Legal support at Ningbo-Zhoushan Port has also been expanded. Given the frequent interaction with international vessels and foreign crews, Beilun has established a port-based foreign-related legal practice station that provides public legal consultation and assistance, helping resolve disputes and safeguard the lawful rights of all parties involved in port operations.
To strengthen long-term capacity, Beilun has focused on talent development in foreign-related legal services. Local authorities have brought in the Hong Kong International Mediation Center and two well-known law firms. These institutions provide legal services in areas such as maritime affairs, cross-border investment, and commercial dispute resolution, while offering practical training for local legal professionals.
Compliance support has been another priority. Targeting key industries including auto parts manufacturing and port logistics, Beilun has compiled more than 120 typical compliance cases and provided hands-on guidance to over 3,000 enterprises, helping them better manage risks and align with international rules.
