Strengthening multimodal transport operators

Zheng Guo, a deputy to the 14th National People's Congress and a ship-unloader operator at the Beilun ore terminal of Ningbo-Zhoushan Port, has been focusing on the development of market entities in the multimodal transport sector.

A port worker with 20 years of experience, Zheng works at one of the world's busiest ports. In 2025, Ningbo-Zhoushan Port handled 43.87 million twenty-foot equivalent units of containers, with its growth rate ranking first among the world's top five ports.

Based on his frontline experience and field research, Zheng has been paying particular attention to the cultivation of multimodal transport operators.

He said stronger policy support is needed to foster market participants in the sector. Zheng also highlighted the need to improve the legal and regulatory framework and clarify the rights and responsibilities of multimodal transport entities.

He said enabling smaller and scattered operators to grow into stronger participants capable of integrating services across the full logistics chain would help improve efficiency and competitiveness in the transport sector.
