Zhoushan introduces rules to streamline crew changes at its ports

Zhoushan in East China's Zhejiang province, home to some of the country's busiest ports for crew changes, has introduced new guidelines to standardize crew change and shore leave services for domestic and international seafarers.

The new measures clarify procedures and service standards, addressing long-standing inconsistencies in crew change operations.

Zhoushan handles about 35,200 international crew changes each year, the highest total among Chinese ports. The new rules aim to improve efficiency, strengthen safety management, and enhance services through standardized procedures and the broader use of digital tools.

Separate operating procedures have been established for domestic and international vessels. International crew changes require agents to complete clearance formalities and submit plans at least one day in advance, while additional safety measures apply at terminals handling hazardous cargo, including oil products and chemicals.

The guidelines also include emergency provisions, allowing expedited crew changes in cases such as medical emergencies or family crises, with supporting documentation to be completed afterward.

The measures form part of Zhoushan's broader efforts to build a more seafarer-friendly port system through improved transport links, standardized seafarer service stations, and expanded medical and welfare services.
