Shaoxing has made sustained efforts in the creation, utilization, protection and service of intellectual property rights as it strives to build itself into a high-level intellectual property powerhouse, with multiple core indicators ranking among the top in Zhejiang province and the country as a whole.

The city introduced the province's first prefectural-level comprehensive intellectual property regulation, the Shaoxing Intellectual Property Protection and Promotion Regulations, and has ranked among the top 10 nationally for five consecutive years in the performance assessment of national intellectual property administrative protection work.

Shaoxing was a national pioneer in developing three major models — tiered navigation guidance, inclusive pledge financing, and whole-chain trusteeship — forming a full-chain "Shaoxing experience" in intellectual property. 

In 2025, the number of filed patent-intensive products reached 3,293, ranking second in the province, with sales revenue of 196.8 billion yuan ($28.5 billion), ranking third. Among products that generated sales, the average sales revenue per patent-intensive product reached 528 million yuan, ranking first in the province, while intellectual property pledge financing exceeded 33 billion yuan.

To strengthen digital copyright governance, Shaoxing established the country's first textile fabric pattern data center and AI comparison system, assigning a unique identifier to each pattern to enable precise copyright management. The system has completed over 5 billion AI comparisons, helping solve problems related to pattern duplication and piracy.
