Shaoxing unveils AI development plan for 15th Five-Year Plan period
Shaoxing has unveiled a new plan to accelerate the development and application of artificial intelligence (AI), aiming to become a leading hub for AI application innovation during the 15th Five-Year Plan period (2026-30).
According to the plan, Shaoxing aims to generate more than 70 billion yuan ($10.41 billion) in revenue from its core AI industries by 2030 and foster an AI-integrated industrial cluster worth over 100 billion yuan.
The city will develop a "224" AI industrial system, featuring two foundational sectors — AI application chips and computing support; two technology service sectors — intelligent software and data industries; and four smart terminal sectors — embodied intelligent robots and core components, intelligent vision, smart home appliances, and intelligent equipment.
Yuecheng district will serve as the core of the city's AI development, focusing on AI chips and intelligent software while advancing cutting-edge integrated fields such as "AI + low-altitude economy".
Shaoxing will also build industrial corridors linking it with Hangzhou, Shanghai, and Ningbo, alongside development belts focused on traditional industry transformation, smart living, and embodied intelligence.
Beyond industry, the plan promotes AI applications in urban governance, cultural services, and talent development to create a smarter, integrated city. By coordinating data resources, application scenarios, technological innovation, and talent cultivation, Shaoxing aims to turn its AI vision into tangible results and new growth drivers.
