Zhejiang releases economic policy framework

Zhejiang province unveiled its 2026 economic policy framework at a news conference on Feb 26, outlining policy packages across eight priorities and four categories.

Since 2022, the province has issued eight major policy packages and four factor-support lists each year.

The eight policy areas for 2026 cover integrated reforms in education, technology, and talent development; advanced manufacturing; service sector upgrading and consumption transformation; world-class port and transport infrastructure development; high-level opening-up; expansion of effective investment; integrated urban-rural development; and improvement of public services and quality of life.

The four-factor support lists focus on fiscal and financial resources, natural resources, energy, and talent.

Under the fiscal and financial support plan, 105.38 billion yuan ($15.36 billion) in provincial-level funds has been allocated, with authorities aiming to reduce business costs by more than 250 billion yuan. Measures include expanding loan rollover programs for small and micro enterprises by over 500 billion yuan, supporting eligible companies in bond financing, and increasing the issuance of green and technology innovation bonds.

The natural resources plan will allocate 300,000 mu (about 20,000 hectares) of construction land, 100,000 mu of sea-use areas, and 100,000 mu of forest land for development.

The energy plan targets a total electricity supply of about 770 billion kilowatt-hours and a natural gas supply of around 22 billion cubic meters for the year. The province will also promote stable, moderately declining electricity prices for industrial and commercial users and free up more than 3 million metric tons of standard coal-equivalent in annual energy-use capacity.

The talent support plan will expand the "enterprise recognition, government endorsement" mechanism, under which qualified enterprises can independently identify core talent or projects, with government authorities providing corresponding policy support based on enterprise evaluations. The province plans to train or certify more than 500 distinguished engineers, 100 foreign-related legal professionals, 2,000 "digital technology engineers", and 2,000 "chief quality officers".
