Green and Sustainable Development Forum of SCO releases Ningbo initiative
The Green and Sustainable Development Forum of the Shanghai Cooperation Organisation is held in Ningbo, China on April 29. Representatives from the member states of the Shanghai Cooperation Organisation (SCO), observers, dialogue partners, the SCO Secretariat and other relevant institutions attended the forum. They have in-depth discussions and reach broad consensus around the theme of Advancing the Global Governance Initiative and Promoting SCO Green and Sustainable Development.
Currently, deficit in global governance continues to widen; the implementation of the UN 2030 Agenda for Sustainable Development has fallen seriously behind schedule; challenges such as climate change and the digital divide are becoming increasingly prominent. We reaffirm that no country can ensure its own well-being in separation from others. As an important multilateral mechanism covering the Eurasian continent, SCO is responsible for playing a constructive role in global environmental protection and advance the building of a fair, equitable, cooperative and win-win global environmental governance system.
We recall the Concept of Environmental Cooperation of the SCO Member States (June 2018), Agreement between the Governments of the SCO Member States on Cooperation in the Field of Environmental Protection (July 2024), as well as relevant outcomes and consensus. We also reaffirm that sustainable development is one of the basic goals of SCO cooperation, and fully recognize the exchange of experience and cooperation that all sides have carried out in environmental protection as well as green development.
Guided by the vision of global governance featuring extensive consultation, joint contribution and shared benefits, we call for pooling global synergy through co-building ecology and leading low-carbon transition through green partnership. We will work together to explore new pathways for global governance and jointly build a community of life for mankind and nature. To this end, we propose to:
Support the implementation of the Statement of the Council of Heads of State of the SCO on Addressing Climate Change, deepen exchanges and cooperation in key areas identified in the Statement, and contribute to global green and low-carbon transition.
Expand the sharing of knowledge, including policies, regulations, standards, among SCO countries in the coordinated governance of air pollution prevention and control and climate change, and promote the exchange and mutual learning of practices.
Establish a cooperative partnership on green and low-carbon technologies among SCO countries, and strengthen joint research and development, demonstration and application of environmental protection and green technologies relying on the China-SCO Ecology and Environment Innovation Base.
Facilitate the integration of digital and intelligent development of ecology and environment with the green industry, strengthen the digital and intelligent capabilities among SCO countries through joint trainings, exchanges in experience and sharing, and further promote the sustainable development of SCO countries with digital intelligence.
Expand cooperation in the development and application of advanced concepts and methods such as resource conservation, energy efficiency improvement, green and low-emission development, stimulate the potential of talents, and build a talent training system covering the entire chain of green development.
Promote exchange of experience and cooperation among SCO countries in various fields, including green investment and financing, as well as building carbon markets, and advance the development of relevant policies and technical tools for SCO countries.
Encourage coordination and cooperation with international organisations and financial institutions, explore and expand more financing channels for SCO green projects, and support the investment and financing needs in ecological and environmental protection as well as green and low-carbon development.
Deepen exchanges, cooperation and knowledge-sharing among SCO countries on policy and measures, technological achievements and practical experience relating to the conservation and sustainable use of biodiversity, and work together to advance the implementation of the Kunming-Montreal Global Biodiversity Framework.
We reaffirm to deepen green partnership and take more actions to jointly promote regional green and low-carbon transition, moving towards a sustainable future.
