Specification for Jinyun shaobing master labor service brand debuts

Lishui's Jinyun county has released specifications for the development of the Jinyun shaobing master labor service brand. The document provides a standardized guide for the renowned local snack and its skilled makers.
With a history of over 600 years, Jinyun shaobing, a type of barrel-baked flatbread, has grown from a local delicacy into a pillar industry, indirectly employing more than 50,000 people and generating an annual output of 4.34 billion yuan ($638.29 million).
Shaobing shops have expanded across 16 countries and regions, making "Jinyun ShaobingMaster" a well-known labor brand. However, issues such as uneven skills and product quality, along with weak brand management, have emerged as bottlenecks to further development.
The specifications cover brand recognition, training, labor export models, rights protection, and evaluation. They establish unified training, certification, service, and management systems to regulate the entire process from skill development to employment, aiming to build a replicable and traceable national-level labor brand.
Lu Tiaoliang, a shaobing master with over 20 years of experience, contributed to drafting the standard. He said the specification recognizes skills and gives practitioners greater confidence.

Jinyun has since developed an implementation plan including standard promotion, tiered training, licensed operation, and follow-up services.
Next, the county will offer standardized training for returning workers and others, using a four-level evaluation system from junior to master, with certifications valid for five years and subject to annual reviews.
