The Economy and Information Technology Department of Zhejiang Province recently launched its first series of reports on the province's digital economy, using a "1+4+X" research framework to present its innovative practices and achievements.

The "1" refers to the Zhejiang Digital Economy Development Report, while the "4" comprises four thematic reports on industrial digitalization, digital infrastructure, the software industry, and the artificial intelligence industry. The "X" represents reports on emerging topics, including industrial data valorization and the development of data firms.

The reports identify seven major trends in Zhejiang's digital economy in 2025. From 2021 to 2025, the digital economy evolved from a key growth engine into a core stabilizer of the provincial economy. Its added value surpassed 5 trillion yuan ($745.1 billion) in 2025 for the first time, with its average annual growth rate about twice that of the province's GDP over the same period.

Digital infrastructure and the software sector also gained strength. Zhejiang's total computing power has reached 156.3 EFLOPS, or 156.3 quintillion floating-point operations per second. Revenue from the province's software and information technology services industry reached 1.7 trillion yuan in 2025, up 12.9 percent year-on-year.

Looking ahead to the 15th Five-Year Plan period (2026-30), the reports identify five key themes for the development of the intelligent economy: intelligent economy, AI-native development, tokens, data monetization, and ubiquitous intelligent connectivity.

Zhejiang will focus on these five themes to accelerate the shift from a digital economy to an intelligent economy and contribute more effective "Zhejiang solutions" to digital economy development nationwide.
