Musanze city, in Rwanda's Northern Province, borders Uganda and the Democratic Republic of Congo and is one of Rwanda's six second-tier cities.

Spanning about 530.4 square kilometers with a population of approximately 368,000, Musanze is characterized by its high altitude, volcanic landscape, and abundant rainfall. The warm, humid climate and fertile volcanic soil make it ideal for fruit cultivation and other economic crops.

The city features diverse landscapes, including several rivers, the 60 sq km Volcanoes National Park, and the 28 sq km Lake Ruhondo, offering abundant tourism resources. Despite this, its economy — primarily based on agriculture (especially coffee) and tourism — remains relatively underdeveloped.

Since 2013, Musanze Vocational Technical School has worked closely with Jinhua University of Vocational Technology. This partnership includes student training, faculty development, the establishment of overseas branches, and managerial exchanges.

In 2019, Jinhua University of Vocational Technology began integrating Chinese language education with vocational training to help Rwandan students develop practical skills. Students first study Chinese for one year at Musanze International College before advancing to Jinhua for specialized training in fields such as mechanical manufacturing, IT, hotel management, construction, and agriculture.

In November 2019, former Musanze Mayor Jeannine Nuwumuremyi visited Jinhua, touring its educational and cultural sites. The visit culminated in a sister-city agreement designed to further strengthen bilateral ties.
