Located in the northeastern part of Japan, Ishinomaki is the second largest city in the country's Miyagi prefecture after Sendai. In 2020, the city had a registered population of 141,766 and an area covering 555 square kilometers.

The annual average temperature is around 11.5 C. The superb natural environment has created exceptional conditions for the fishing grounds off Kinkasan Island, making it one of the world's three largest fishery waters. The rich aquatic resources laid the foundations for the very advanced development of the offshore fisheries and aquaculture industries in the city.

Large advanced industrial ports are another feature of Ishinomaki. The city has formed an industrial ecosystem with the fishing, industry, agriculture and commerce sectors all developing comprehensively. The Ishinomori Manga Museum, City General Gymnastic Hall and other facilities built in recent years have all raised Ishinomaki's profile, giving it greater significance in the Tohoku region of Japan.
