The Line S3 Ruian section, a vital part of the project, spans approximately 16.699 kilometers and contains six stations. The section is due to be completed in 2027, with a total investment of around 8.9 billion yuan ( $1.22 billion).

At the same time, the supporting project in the Ruian section covers about 16.7 kilometers and incorporates both an elevated railway and ground-level roads. The total investment is estimated at 14.28 billion yuan.

The elevated expressway is designed to be double-level, allowing vehicles to pass on the upper floor and rail transit on the lower floor. A ground-level auxiliary road with a design speed of 60 kilometers per hour will also be built. This innovative design will largely reduce land requirements and facilitate construction management.

The Line S3 project will serve as a pivotal transportation corridor in the city’s metropolitan area, connecting the central urban area of Wenzhou with Ruian and forming a one-hour transportation bubble. It is hoped to foster integrated development, enhancing the city's transportation capacity and development potential.
