Located in southeastern Zhejiang province, Ouhai district is one of four major urban districts of Wenzhou, with an area of 466 square kilometers. It has jurisdiction over 12 sub-districts, one town, the Wenzhou Higher Education Park, the Ouhai Economic and Technological Development Zone, 45 communities, and 251 administrative villages.

Ouhai district was once recognized among China's top 100 districts in terms of comprehensive strength, China's top 100 districts in terms of scientific and technological innovation, an advanced district for scientific and technological work in the country, and China's top 100 model counties for business environment.

In 2023, it had a regional GDP of 87.34 billion yuan ($12.07 billion), an increase of 7.5 percent over the previous year. The revenue in its general public budget reached 4.28 billion yuan, down 3.9 percent. The per capita disposable incomes of urban and rural residents were 80,687 yuan and 50,231 yuan, up 6 percent and 7.7 percent year-on-year, respectively.

With a solid foundation in the light industry, the district has formed eight traditional competitive industries – garments, glasses, locksets, shoes & leather, automobiles and motorcycle parts, electrical machinery, packaging, and food.

Ouhai is home to nine local universities and colleges, including Wenzhou University, Wenzhou-Kean University, and Wenzhou Medical University, as well as a slew of high-level scientific research platforms represented by the Wenzhou Institute of Zhejiang University.

It is also conveniently located, with the Jinhua-Lishui-Wenzhou and Ningbo-Taizhou-Wenzhou expressways and the Wenzhou-Fuzhou, Ningbo-Taizhou-Wenzhou, and Jinhua-Lishui-Wenzhou high-speed railways passing through it. The Wenzhou South High-Speed Railway Station plays a significant role in attracting resources to Wenzhou.
