China's 14th Five-Year Plan — a policy road map shaping key areas of national socioeconomic development — period (2021-25) has marked a milestone in Zhejiang's science and technology development.

Zhejiang has ranked fourth nationwide in regional innovation capability for four consecutive years. The province's R&D intensity rose from 2.77 percent in 2020 to 3.22 percent in 2024, while total R&D spending surged 56 percent over the same period — from 185.99 billion yuan to 290.14 billion yuan.

A new generation of fast-growing tech companies, such as DeepSeek and Unitree Robotics, has emerged, driving industrial innovation. The share of high-tech industries in total industrial output above the designated size increased by 7.2 percentage points compared to 2020.

Zhejiang has also deepened global scientific cooperation, launching three major international research platforms: the China-CEEC Innovation Cooperation Research Center, the BRICS Deep-Sea Resources International Research Center, and the China-Arab States Science and Technology Cooperation Center for Public Health.
