Shaoxing targets 4 billion yuan pet industry by 2028

Shaoxing in Zhejiang province plans to expand its pet industry to more than 4 billion yuan ($580.96 million) by 2028, according to an implementation plan released recently by the municipal government.

The plan, titled Implementation Plan for Promoting the Development of the Pet Economy in Shaoxing (2026-28), outlines measures to build a distinctive and competitive pet industry over the next three years.

As pet ownership expands across different age groups, Shaoxing's pet-related businesses have become increasingly diverse. The sector now covers live animal trading, veterinary care, pet food and supplies, as well as grooming, boarding, and other professional services, extending the local industry chain.

Official data show the city currently has more than 1,100 pet-related market entities, generating an industry output value of over 1 billion yuan.

The plan sets out policies in six areas, including industrial cluster development, product upgrading, market expansion, talent recruitment, industry regulation, and the promotion of shared spaces for pets and residents. By 2028, the city aims to establish an integrated development structure covering the entire pet industry chain.

Authorities will also promote the creation of pet-friendly public spaces. Facilities such as pet waste collection bins and emergency treatment points will be installed in communities, parks, and commercial districts.

Pilot programs will support pet-friendly scenic areas, rural tourism sites, hotels, and homestays, while exploring links between the pet economy and sectors such as sports events, services for older residents, and lifestyle consumption.
