Ningbo has introduced a new service for international visitors, issuing its first temporary driver's license to Tal Muhammad, a foreign national, on March 30 at the Yangtze River Delta market cluster police station in Cixi, a county-level city of Ningbo.

The police station's new traffic management service window has made it the first police station in Ningbo to provide vehicle and driver administration services. Previously, foreign merchants had to travel to nearby cities such as Shaoxing to apply for temporary licenses, often spending an entire day on the process. Now, services are just minutes away. "It's much more convenient," said Tal, who lives near the police station.

The service window integrates resources from public security, immigration, and local government. With over 20 staff, it aims to become a comprehensive service hub, offering more efficient and accessible support for both domestic and international communities.
