Haiyan county in Jiaxing, East China's Zhejiang province, has been selected by the National Health Commission as the only National Grassroots Health Comprehensive Pilot Zone in Zhejiang.

In the county's Xueshuigang village, residents can now see a doctor without leaving their village, with diagnoses provided by university-educated village doctor Xu Lingfeng, who uses a remote diagnostic system to access residents' medical histories and prescribe treatments.

In addition to treating common illnesses, a remote AI consultation system enables village doctors to connect with experts from top hospitals in the provincial capital, enhancing diagnosis and treatment.

Haiyan's initiative to strengthen healthcare began with empowering village doctors. Through targeted training, Haiyan has ensured each village health center has at least one university-educated village doctor, addressing issues such as an aging workforce and a lack of professional expertise in rural areas. The county currently has 249 university-educated village doctors.

Haiyan has also established an intelligent shared herbal medicine dispensary that provides unified prescription preparation, decoction, and home delivery services for all residents.
